Although Microsoft has released Halo 5‘s forge tools to PC, they do not plan to release the game for PC. Microsoft said that this is just the beginning to their push to a Halo coming out for PC. Therefore, we could expect to either eventually seeing Halo 5 coming out to PC or a future PC only Halo. Microsoft’s reasoning for releasing Halo’s forge tools was that by “Releasing Forge for Windows 10 for free will open up endless opportunities to the PC community to build and play Halo 5 multiplayer content, while also allowing them to share their creations with gamers on Xbox One as well. Windows 10 remains an important focus for the Halo franchise moving forward.”
This could mean big things to come for the Halo 5 community, since on PC the gamers would be able to come together and create awesome things for both the PC and Xbox One communities to enjoy. Although for now Microsoft is limiting PC players to just multiplayer content the gamers would be able to get a strong feel of what a Halo online experience is like and they would more likely purchase future games.
But for now PC players will just be playing to stretch their creative minds to create custom maps that the Xbox community could enjoy. However, Xbox and free forge users are unable to do cross play but they can share custom content in between the two.
